Efficiency Evaluation Of Four Municipalities’ Public Hospital Based On DEA And SFA Methods

Public hospitals are organized by state investment, not for profit, to provide medical services to the universal organization. However, the configuration of resources in public hospitals is not balanced, under the equalization of public services in the background, it is necessary for our public hospitals, particularly public hospitals, municipalities, resource allocation efficiency evaluation, the purpose is to configure the resources for a balanced health, medical treatment is difficult to solve the problem.This paper uses data envelopment analysis and stochastic frontier analysis were studied technical efficiency and cost-effectiveness of Beijing, Tianjin, Shanghai, Chongqing, four municipalities in public hospitals, the data sources used in this article is published by People’s Republic of China Ministry of Health,1995 " Health Statistics Yearbook " to the year 2012, " Beijing statistical Yearbook, " " Shanghai statistical Yearbook, " " Tianjin Statistical Yearbook " and " Chongqing statistical Yearbook." We found that the four municipalities in technical efficiency rankings are:Beijing, Shanghai, Tianjin, Chongqing, and cost-efficiency ranking are:Shanghai, Beijing, Tianjin and Chongqing. Use Tobit model to study the factors that affect the efficiency, found that the main factors affecting the technical efficiency of public hospitals in Beijing is a business income, through the technical efficiency of public hospitals in Tianjin estimates we found inpatient medical expenses per capita, the number of employees per bed two factors in greater technical efficiency for the results, we recommend reducing the per capita health care costs in hospitalized patients, the number of employees per bed so that hospital resources to effectively use technology to improve efficiency. Factors affecting the Shanghai public hospital beds per worker efficiency is the number one, affecting the efficiency of public hospitals in Chongqing factor is a business income. Finally, analysis of the results of these factors proposed to reduce the number of employees per bed, reducing health care costs per capita outpatient advice to the rational use of hospital resources, to improve the hospital’s efficiency.From the point of view the overall level of technical efficiency of China’s four municipalities, public hospitals, cost efficiency is steadily improving, and this shows that China’s policy guidance in this area of health services is still very effective, so we want to ensure continuation of the general direction of the guidance unchanged, in this context to accelerate the pace of reform in the health system, so as to promote the sound development of China’s Health undertakings.
