| I Purpose and Significance of the studyHealth supervision is one of the important parts of health work, it’s an important means of ensuring the safety of public health and maintaining the health care in order.To strengthen the construction of health supervision system and establish a unified and efficient system of health supervision aremajor measures for strengthening the government health regulatory functions and promoting administration. It has vital significance to the medical and health system reform, to safeguard the rights and interests of people’s health, to promoting economic development steadily and maintaining social harmony and stability.To strengthen the construction of health supervision system, we should make sure the role of the government,and rational resources allocation of health supervision..This study through the questionnaire survey analyses the current resources situation of health supervision system and the implementation of health supervision agency functionsto find out the influence factors of functions of different regions and different levels of health supervision institutionsin our country.Sowe can make clear the investment of the government in health supervision systemandfind the shortcomings existing in the construction and the main factors influencing the function implementation.It will provide data support and basis for construcing a perfect health supervision system and the rational allocation of resources.II Materials and MethodsThis research used "Health System Macro Model" and the principle of "Structure-Procedure-Result" as the leading research methods, with the combination of qualitative and quantitative methods, in order to evaluate the condition of resource configuration, function fulfillment, find out the influence factors of function implementation. Then according to the results of the study to discuss and analyse. We collected materials by reviewing literature and related policies, field survey, expert consultation and demonstration and other methods.We use questionnaire as the main research tool,to investigate the human resources, investment, equipment configuration, work, function implementation of health supervision institutions.The data was analysed by using SPSS 18.0. Data analysis methods are mainly descriptive statistics analysis, correlation analysis and regression analysis.Ⅲ Key Findings1. The status quo of resources allocation of health supervision systemIn the aspect of human resources, the number of staff of health supervision agency reduced year by year from 2007 to 2012, it has not yet reached the standard that per thousand resident population with 1-1.5 health supervisor.The personnel structure is good.The average age between 40 and 45 years old.Most of the staff are with a bachelor degree or college degree. In 2012, the college degree or above proportion of health supervisor of provincial, city and county agencies are 94.32%,87.14% and 74.49%.The manpower quality score is still low, with an average of 6.11 points. In the aspect of funding, financial allocations and personnel expenses showed an upward trend from 2007 to 2012. The least financial allocations of health supervisor agencies is the western region.But the per capita expenditure, the central region is the least. In the aspect of equipment, compared with 2007, the rate of equipment types and quantity have increased, but the overall configuration level is still low in 2012. The rate of equipment types is below 40%, while the rate of equipment quantity is not compliance to 20%.2. The status quo of functions implementation of health supervision systemIn 2012, among the eleven health supervision functions, the highest project undertaken percentage is case investigation, at 97.55%.The second is health supervision and inspection, at 94.94%.And the lowest is health monitoring and evaluation, at 70.75%. The highest degree of functions implementation percentage is case investigation, at 93.91%. The second is complaints to report processing, at 92.73%. And lowest is health monitoring and evaluation, at 83.23%. Compared with the start year, The degree of functions implementation have increased considerably in 2012. The highest degree of functions fulfillment percentage is case investigation, at 92.70%, and the lowest is health monitoring and evaluation, at 65.34%.3. Input-output factor analysis of health supervision systemCorrelation analysis showed that:The resources allocation correlate with function fulfillment of health supervisor institution. The number of people of the institution, the overall quality of manpower, equipment types configured rate, the number of devices to complete the compliance rate are have a positive correlation with function fulfillment of health inspection institution. The correlation between the resources allocation and the working process is not obvious. The correlation between the working process and the function fulfillment of health supervision institution is also not obvious. Regression analysis found that the allocation of resources^affects the function fulfillment of health supervision institution. And in different region and different level health supervision institutions, the influencing factors of the function fulfillment are different.IV Discusions and SuggestionsAfter continuous construction and development, the health supervision system has come a long way, but there are still problems. Currently health supervision system is still at a low level of human resources. Despite the increase in funding of health supervision system, it still need to invest in central and western regions. The law enforcement equipment configuration level is extremely low. Overall functions performed better, but licensing and supervision remains improve the value.The resources allocation affect the implementation of health supervision functions. At present, the resource configuration has not in place in different region agencies and different level agencies. Based on the above problems, this study put forward the following recommendations:①To strengthen the construction of health supervision system, increase the resources allocation of health supervision. ②To establish effective working mechanism and evaluation mechanisms to facilitate implementation of health oversight functions. ③To optimize the allocation of resources, and according to different region and different level health supervision agency to rational allocation of resources. |
