Background:The foreign medical aid is an essential component of China’s diplomatic career and is one of international obligations that each country is given to perform. Through realizing Chinese medical care, the great significance of medical care of foreign aid can be understood deeply. The mission will not only increase the benifit of the nation and the people,but also help Chinese diplomatic construction so as to prove the necessity of the medical care of foreign aid.Objective:This study, through investigating the foreign aid medical team staff oftraditional Chinese medicine, understands the current general situation and themain problems of Jilin province foreign medical aid work of traditional Chinesemedicine,and the further solutions and measures are put forward to Provide a scientificbasis for the development of Jilin province and our country’s medical aid career.Method:The relevant information are acquired by means of questionnaire survey, thecontent of the questionnaire mainly includes, Of diagnosis and treatment of Chinesemedicine practice in foreign aid, the types of disease, the number of the patient cases,and something as clinical treatment, problems of the medical team, and severalaspects from the medical team staff over the foreign aid work. Use questionnaireepidata3.0type, adopts descriptive statistical analysis of survey results, numericalvariable expression classification variables adoption rate. To test and verify thesuitability of the questionnaire and rationality of workflow through pre-survey,according to the problems found during the pre-survey and summary of experience,to modify and improve the survey plan and determine the final plan and survey tools.The method of the first level of training is used during the survey in order to uniformstandard. In different project counties, related training personnel give the strictinvestigation of the questionnaire and physical examination to the staff involved in.The trainees can take up the post after trained and qualified.The design of the datarecording and the questionnaires analysis stage with a standard format, in order tofill in and the computer’s input. In the program design of data record,to set up themain logic check to the main field, and control input quality with the method ofdouble double entry.Result:Through the investigation by the above method, we can get to know the presentsituation on foreign medical aid of traditional Chinese medicine of Jilin Province1.The background of respondentsAmong the respondents are largely female,48persons, about70%of thetotal, a total of55medical team members, of seven are administrators and otherpersonnel. Of62people are from the domestic provincial and municipal units, almost90%of the total.2. The clinical treatment statusMost patients are ordinary people, most of the respondents are not clear about thepatients’ educational background, over90%of the respondents think female patientsare more, mostly osteoarthropathy, stroke sequela and obesity, a small number ofother diseases, such as facial paralysis. Most of the respondents think that per periodof the treatment costs a patients under100RMB and usually work in1to2weeks.3. The medical team statusMore than95%of the respondents believe the personnel makeup of the foreignaid medical team is reasonable, but the single treatment in the foreign aid medicalwork. Equipment supply shortage affects diagnosis and treatment effect and medicalteam work and propaganda to the outside and leads to communication barriers, Somedon’t think their doctor’s identity is approved,which is the manage to the image ofmedical team as a whole.Most respondents think the medical care service the foreign aid medical teamprovides can basically meet the demand of the people in the recipients country,but thenumber of players in foreign aid medical team can basically meet the needs of foreignaid medical care. Meanwhile, in recent years the nation’s foreign policy on medicalteam is also be understand somewhat, Respondents didn’t agree with one another onforeign aid medical team workplace.Respondents think the current urgent medical problems needed to be solved in foreign aid medical team is that the equipments are run-down, the medical skill ofmedical team members will be enhanced,their foreign language and quality ofpersonnel will be improved. we should strengthen the contact with the recipientgovernments and media, establish effective communication and coordinationmechanism, expanding medical aid, etc..Some of the respondents pointed out thatsocial security threat on the medical team in the recipient countries also need urgentlyto be solved.4. The foreign aid medical team working and living conditionsThe main difficulties,the respondents have in foreign aid medical work,are thebarriers of language communication and run-down and outdated equipments thatcannot meet the demands of the clinical diagnosis and treatment,on other hand, theirown professional skill and dirty, mess, poor clinical working environment cannotmeet the needs of patients’ disease diagnosis and treatment. The main difficultiesencountered in foreign aid life are bad accommodation、 being not accustomed todiet、 no one looking after their families in homeland、less allowance、postassignment after return、technical post promotion and improvement of professionalskill and so on. Respondents’life in their spare time in the recipient country is mainlyto study the language or knowledge, friendly communicate with foreign friends, goon line, do exercises and participate in the Chinese community,etc.Conclusion:Through the analysis of the results of the survey, we learned that the maindifficulty of the foreign aid medical work in our province is the barriers ofcommunication and External publicity, lack of hardware conditions, the singlediagnosis method can not meet the needs of the diagnosis and treatment, their doctor’sidentity is approved which affect the effect and image of the medical service. Themain difficulties encountered in foreign aid life are bad accommodation, being notaccustomed to diet, no one looking after their families in homeland, less allowance,post assignment after return, technical post promotion and improvementof professional skill and so on.
