Discussion On The Refor Path Of Nan Chang City Environmental Management

With the rapid development of Nanchang city’s economic construction in recent years, the city scale is also growing, therefore, the requirements and standards construction of the urban environmental sanitation work are higher and higher, “construction first and administration second” lies in the daily management of the government, government has spent a lot of financial capital on the construction of Bridges, greening and other related facilities in the city, but the increasing environmental sanitation public product demand for existing city management pattern, really hard to satisfy. Especially after Nanchang city gain the title "national health city" in 2004 by the State,in recent years, Nanchang city strive to obtain "national civilized city" and maintain the honor of "national health city" the city sanitation work further intensify, work standards and quality requirements are higher, a series of problems come to terms such as the lack of management, unreasonable personnel, the administrative levels and low efficiency, low marketization. In recent years, Nanchang government has increased the investment in urban environmental sanitation management gradually and adopted some positive means of reform measures, and do made some achievements, but at the same time, urban environmental sanitation management still at groping stage, still cannot meet the needs of urban development and the people. So for Nanchang city environmental sanitation management system, we desire to establish as soon as possible some practical path of reform, long-term effective scientific and reasonable modern sanitation management system to suit for economic development and urban modernization phase, in fact,this is also the important and priority task for current Nanchang city environmental health industry development.Based on theory and practice two clues, this paper first expounds the thesis related theory connotation; Secondly through the content and characteristics of Nanchang urban environmental sanitation management, the paper analyses the present situation and its historical reason of Nanchang city environment management,in the present stage of health management through the analysis of Nanchang city environmental health management present situation and the investigation and study, find out the problems existing in the industry in the transition of government function, management, such as urban management system, operating mechanism of urban management, urban management, supply of public goods, market cultivation. Then the thesis uses the three characteristics of the public product theory, public choice theory and the theory of sustainable development, analyze the environmental health management and the development situation of Nanchang city, the cause of the problems in the reform, on the above basis, this paper puts forward the improvement scheme design of Nanchang city environmental health management, such as the environment health management improvement goal, the principle of improvement, optimization of management scheme. Finally, from the successful experience and research results at home and abroad, for Nanchang city environmental health management, the paper put forward some countermeasures and suggestions, namely, organization structure, management system reform of the new measures, human resources optimization, technology innovation, and facilities to ensure strong, perfect incentive evaluation, publicity and education, management suggestions etc. through the seven aspects, to consolidate and improve the level of Nanchang city sanitation management.
