Chapter 1, I will compare current criminal procedure law with the old and raise some practical questions about psychotic judicial appraise. Then, I think deeply and explain those questions. Chapter 2, I bring in the word psychonosema in order to replace the word Psychosis, and explain its advantages. In addition, I introduce the power of starting in the process of judicial appraise. It reflects the modified content of the new criminal law. The highlights of the new law are write the human rights into the law. Chapter 3,I will compare the similarities and differences of two legal systems and analyze the advantages and disadvantages. According to different historical positions and conditions, I will essence absorption and discard dross in order to use for reference. Chapter 4, From the perspective of the criminal procedure laws and rules on starting psychotic judicial appraise, I will analyze the difficult about starting procedure now in China and the extended problem : namely appraise agencies and appraisers influence the cases. Chapter 5, After raising the problems, comparing the two legal systems, analyzing legal provisions about criminal procedure, I will find out the revelation to the current problems.
