ObjectiveThis paper aims to analyze the existing problems and influence factors of occupational health technique service resources in Fujian province, discuss the question whether Fujian occupational health technique service resources meet the need of the occupational-disease-inductive factors in the crowd and provide scientific basis for the perfection of Fujian occupational health service system. And to reach this goal in the way of investigating, along with interview&research, the fund sources, the instruments&equipment, work proceeding situation, professionals of occupational health service and the occupational health service qualification of Fujian Center for Prevention and Control of Occupational Diseases and Chemical Poisoning(ODC) and Center for Disease Control and Prevention(CDC) system in Fujian province. Thus, to achieve the purpose of protecting laborers’ health and promoting the prevention and control of occupational diseases. Methods1. To study the occupational health service demand in Fujian, according to 2014 Fujian Statistical Yearbook, 2009-2013 Summary of Occupational Health and Radiological Work in every region in Fujian, the survey data of Fujian enterprise which have registered occupational-disease-inductive as of 2013. Thus, to provide the basis for studying Fujian occupational health service resource allocation.2. Use questionnaires to investigate the occupational health service work of ODC, and the CDC systems in city and county levels(Occupational disease prevention and control institutions), To carry out general survey of professionals of occupational health service.3. To have a non-standardized interview of the administrative professionals in Fujian ODC, and have a non-standardized call interview of persons in charge of CDC institutions in Fujian. Results1. Less independent occupational health departments in the grass-roots level institutions, narrow occupational health service qualification coverage, some carry out service work without professional qualification, especially for the detection of occupational hazard, which is hard to guarantee service quality.2. The occupational health service organizations is short supply in carrying out services, insufficient resources allocation. Occupation health service equipment has not been configured according to the enterprise and population of occupational disease. Poor equipment situation of diagnostic instruments in high degree of industrialized regions, The configuration rate of occupation health service equipment is low.3. The professionals ration of province’s full-time&part-time occupational health service is 2.53 in one hundred thousand, and the full-time one is 0.70 in one hundred thousand. All these staff do not meet the standard: the professionals of disease hazard evaluation of province’s construction projects, the testing personnel of workplace occupational-disease-inductive factors, personnel of occupational health examination and occupational-disease diagnosis. Lack full-time professionals with senior titles, the professional structure is unreasonable, talents develop quite slowly. The income, workload, recognition to the importance of work and cooperation between departments are the important factors which influence the full-time employees ’ satisfaction degree, welfare, future development and care from leaders are key factors which affects the work stability of full-time staff. Women are more satisfied with work than man, the employees with less working years are easier to resign. Limited seats for training and short training time are primary factor for occupational health technique service professionals to participate training, the main problem of the training is that the training time is too short, and most people investigated are willing to get training.4. The external support for occupational health service is not enough. Agencies are lack for the funds for special occupational health, the enterprise self-disciplines are quite bad, occupational health supervision has not been completely decided, the regulation which restricts the whole service work is not strong enough. Policy RecommendationsClear the function positioning in disease control and prevention centers of all different levels and give full play to the role of the comprehensive hospitals; Construct the occupation health service system and enrich the power of the occupational health service; Introduce interdisciplinary talents. To lift employee satisfaction level and increase stability, it is recommended that: staff income should be increased, welfare should be increased,care from leaders should be added, and great importance to the future development of service personnel should be greatly attached; Improve the mechanism which ensures adequate funding for the occupational health service; Governments should guide enterprises to actively carry out service and establish multi-sectoral cooperation mechanisms.
