The Effect Of Creating National Healthy Counties On Mosquito Control

Mosquito is very harmful to human beings, not only blood sucking harassment,but also the spread of a variety of mosquito borne diseases.In China, about one third of communicable diseases are related to the vectors such as malaria, Japanese B encephalitis and dengue fever etc.In 1997, the National Patriotic Health Campaign Committee(NPHCC) initiated National Healthy Town/county) activities with positive response from local governments as well as great involvement of the general public. Through the activities of National Healthy City(including the district and town), the environmental sanitation both in urban and rural areas have been improved significantly, and eliminating the four pests and biological vector are also witnessed tremendous progress. Due to these move, people’s health have been improved. Prevention and control of vector is an important part of NPHCC’s work. In 2010, the NPHCC issued the "The Standards of National Healthy Township(town) " which spelt out that thanks to the the integrated measures of prevention and control, vectors including rats,mosquitoes, flies, cockroaches have been controlled effectively. Among the densities of mosquitoes, flies, cockroaches, there is one, at least, has met the national standard and other items not more than three times compared with the standard. In 2005, China established vector biological monitoring network covering 43 City in 19 provinces which has already formed a synthesized system composed of the monitoring, early warning, prevention, control and management. After the Establishment of the Vector Control Standards Professional Commission of Ministry of Health in 2006, the NPHCC issued 28 related standards. In 2009, the Ministry of Health and the NPHCC jointly released "The Circular on Management of Biological Vector Prevention and Control ", which is the first national regulations on vector prevention and control putting the management work on a scientific and standardized track. In 2015, the State Council issued "Recommendation on strengthening Patriotic Healthy Work" which clearly pointed out the importance of scientific prevention and control of vectors, calls for the implementation of environmental management based integrated prevention and control strategies and carrying out “eliminating the four pests”activities with targeted purpose.This study is based on the national basic information survey of vector prevention and Control conducted by National Health and Family Planning Commission. This survey involves 2334 cities with 2,290 valid questionnaires, of which the county 1439,the National Health County 163, Non-National Health County 1199, Mosquito Control Model County 403, Non-Mosquito Control Model County 652. The main investigation contents included basic information, prevention and control of vector work, the situation of vectors control and professional organizations and so on.This study was designed by the Delphi method to distil the main factors affecting the Mosquito Control work. By contrast of the National Health Counties and Non-National Health Counties, Mosquito Control Model County and Non-Mosquito Control Model County, the univariate analysis was conducted to probe the various factors to the National Health Counties and Non-National Health Counties.A integrated analysis was also used to explore the effects of building National Healthy County on Mosquito Control. Based on this theory, it will put forward policy recommendations and provide some scientific basis on mosquito control ongoing work deeply and continuously by creating National Healthy Counties as the starting point.The main results were:It led a positive role on mosquito control work by the creation of National Healthy Counties.Mosquito control is the most important effectiveness evaluation index on the work of prevention and control of mosquito-borne disease. The multiple analysis result of the Mosquito Control Model Counties and Non-Mosquito Control Model Counties showed that there was an obvious relevance between the National Healthy County and mosquito control.The proportion of the Mosquito Control Model Counties in of National Healthy County’s was two times higher than that of non-National Healthy County Counties. In terms of other supportive environment, such as attaching importance by government,policy support, funding, prevention and control of institution-building, professional team construction, social service agency construction and management, monitoring density and resistance monitoring, etc were much more favorable in compare with Non-Mosquito Control Model Counties. These indicate that creating National Healthy County is great impetus for prevention and control of vector-borne diseases.
