| Based on the background of China constructing the major medical security and assistance system, with the purpose on studying and analyzing the implementation effect of the Urban and Rural Serious Illness Insurance, the study took the public policy valve as the analyzing view, to do a field research of Serious Illness Insurance policy implementation with objective data and subjective evaluation. In terms of objective data, the research used the policy documents from the government and statistical data to describe and analyze the contents of the policy of Serious Illness Insurance, such as the safeguard population, financing standards, security and payment, payment limits, business management, and other health care system convergence management. And it reflected the status of implementation with the amount of people who had participated in and had been insured, the amount of money, the budget that the government used to buy the serious illness insurance from the commercial insurance companies. In terms of subjective evaluation, the author used the questionnaire and in-depth interview to survey the residents’ cognition and evaluation of the serious illness insurance policy, then to analyze and summarize the reasons.What the study found was the Serious Illness Insurance ensured the urban and rural residents who has been participating the medical insurance, and it used the expense as the standard of serious illness, the reimbursement ratio was not less than 50%, so it could ease the economic burden of the disease in a certain extent. But the financing way was unitary, the scope of reimbursement directory was limited, which was not good to keep the policy sustainable and stabilized. On subjective evaluation, the residents’ cognition and subjective evaluation, the serious illness insurance awareness were both generally low, the degree of policy satisfaction was mediocre, and health risk awareness was in low level. Thus, it suggested that it should improve the financing mechanism, broaden the financing channels, enlarge the protection effect, strengthen publicity, enhance the awareness of residents’ awareness to the policy and the health risk. |
