Wireless telegraph communication has long been used by our military as an important means of communication since it was introduced to China’s military communications field in the 1930 s. Army telegraph work is a crucial component of national communication work, and air force radio operators, who take on the task of supporting military communication, play a significant role in the air force construction. Therefore, selection of competent telegraph operators is the key to successfully accomplishing the task of supporting military communication. But there is no military l selection standard for telegraph personnel at present, the management department is also not clear what kind of psychological traits are more capable for telegraph work.As an important area of modern human resource management research, competencies provide important bases for personnel selection and assignment, on-the-job training, and performance management. This study verified by empirical research method and preliminary build and validated the telegraph operators competence characteristics model, research results will lay theoretical basis for the final build telegraph personnel selection system, can also be used to establish a good telegraph personnel training system provides the theory basis.Researcher first uses the "Military Occupation Post Analysis And Assessment Tools" carries on the investigation to the 30 air force service expert. Descriptive evaluation the competence characteristics of the air force telegraph operators post qualifications required, From five aspects of work capabilities, skills, knowledge, activities and work style, Each aspect according to the importance of the ranking, select the top of the list of 10 indicators, a total of 50 indicators. Then, the experts based on the experience and the require level of the previous step, Choose 30 out of 50 indicators, on the basis of "Military Occupation Post Analysis And Assessment Tools" to write“The Evaluation Questionnaire Of Vocational Capability based on the O*NET”, Then select another 20 telegraphic experts of air force using questionnaire compiled to evaluation the operators of 30 excellent telegraph and 30 ordinary telegraph(double-blind). Construct the competency model of telegraph staff in air force.Then concentrate the participating in the survey of 30 experts for a second round of discussions, 30 indicators in accordance with the ability and personality factors are classified, according to the telegraph personnel selection requirements and force existing more mature selection method to determine the need by psychological assessment for personnel selection of indicators, finally selected the index of 6 competency factors and 5 individual personality factors, construct the psychological characteristics of the feature model air force telegraph personnel competence. Finally extraction the 150 soldiers of air force telegraph. Use the ASVAB Test Questions which translate and revise by Fourth Military Medical University Department of medical psychology,on subjects of ability traits were assessed using.extraction air force as the telegraph 292 soldiers, Use the CPF-CI which translate and revise by Fourth Military Medical University Department of medical psychology,on subjects of ability traits were assessed using. Thus to establish the competency of psychological traits model was evaluated. The results of this study are as follows:1. Use the expert method by O*NET to construct the air force telegraph personnel competency model, including work ability, skills, knowledge, work and style of five aspects, 30 competent characteristic index.2. Through the expert evaluation method(double-blind), evaluation the outstanding group,and ordinary group, To verify the telegraph in the established Air Force personnel the competence characteristic model is effective.3. Through the expert evaluation method to construct the air force telegraph personnel competency traits of psychological characteristics model, two areas including ability and personality, 11 competent characteristic index.4. Research 292 air force telegraph operators, To evaluate the 11 competence characteristics of psychological traits that established, these indicators can effectively distinguish outstanding group and ordinary group, verify the competency characteristics of psychological train model is effective,and to determine the feasibility of the ASVAB and CPF-CI at the telegraph personnel selection.
