The government document, as a kind of publicity material, has drawn more attention of translators inrecent years. And most translators prefer to choose the country’s annual Government Work Report as theobject when they research the translation of government documents. Combining the research findings ofother experts and scholars, the author herein attempts to translate the Twelfth Five-Year Plan of NationalEconomic and Social Development of Henan Province, and then summarizes the whole translating process.Released in April20,2011, this document states clearly the arrangements and guidance in each filed ofHenan province to build Central Plains Economic Region, accelerate the rise of Central China andrevitalize Henan. The author extracts and translates the fourth and fifth parts, including the agriculturalmodernization, the construction of a new socialist countryside, the strategy of rejuvenating Henan throughscience and education and strengthening the province through human resource development, and theconstruction of an independent innovation system.According to the translation project, the author writes out a translation report consisting of four parts.Part one relates to the text origin, translation purposes and the structure of translation report. The purposesof translating this government document are to create opportunities for the “Going Global” of Henanprovince and to improve the author’s translation competence. Part two is the analysis of the source textwhose distinct features require the theoretical guidance of functionalism in the process of translating. Partthree relates to the pre-translation work and some typical strategies used in translating words and sentenceswith Chinese characteristics, terminology and etc. Part four concludes with the translation enlightments anda few unsolved problems.
