In recent years, China’s international status has risen with an increasingly important role.A large number of expressions with Chinese characteristics emerged and functionedsignificantly in national advocacy play. When eastern and western culture meet,it is theprimary task of interpreters to accurately pass profound Chinese culture to westerners. Thiscarries deep social significance. Translation on its essence aims to convey one language intoanother language to the target audiences. Theoretically, translation can be divided intotranslation and interpretation. There various skills such like transliteration, literal, liberaltranslation and so on adopted in translation. This paper aims to analyze interpreting skills onthe basis of referring to the translation skills.This paper is based on government working report of national people’s congress as themajor analyzing materials and use Nida’s functional equivalence theory, he insists that sourcelanguage and target language can reach four level of equivalence: lexicon equivalence, syntaxequivalence, style equivalence and textual equivalence. This paper tends to analyze Chinesespecific expression through the usage of transliterated interpretation, literal and liberalinterpretation.The paper summarizes current study results and further analyzes the interpretingmethods under the guidance of functional equivalence theory. The author has found that ininterpreting Chinese specific expression, liberal interpretation is generally preferred, whilepolitical and economic words that demands high accuracy is more commonly interpretedthrough literal interpretation.
