Since the founding of new China, our country has made remarkable achievements in the field of cultural construction. The people’s cultural consciousness, cultural self-confidence and self-reliance consciousness gradually enhanced. The report for the party’s 18, the first time summed up the basic content of socialist core values into 24 words, on the basis of affirming its important leading role on social ideological trend, and clear the current tasks of culture construction. Besides, the new formulation of socialist core values also proposed a new subject to the academic circles.However, when we recognize the achievements and look forward to the future, we should also notice that: because of many reasons, there is showing a trend of diversification of social values, as a result, ideological field has gone through a lot impact to some degree; In addition to the unbalanced development between urban and rural, developed or undeveloped, the problem that excellent cultural products are just a limited number is still grim; The situation of the excellent traditional culture is severely, and so on.The meaning of theory is to guide practice. With no doubt, there are many benefits to guide cultural construction practice with scientific culture construction theory. The first, it will play a positive role in breaking through the current cultural dilemma; Secondly, it will play an important guiding role in enhancing cultural consciousness and self-confidence of members of society; The last one, it may strongly promote the process of socialist core values’ cultivation and practice. Therefore, to explore the history of cultural construction and experience are of great significance. In this paper, the author is on the basis of looking back to the whole course of the new China’s cultural construction trying to sum up the experience of the cultural construction systematically, to aim to provide some beneficial enlightenment for China’s cultural construction.Throughout, the cultural construction since the founding of China which can be divided into five stages in general:1,1949-1976, the period of constructing China’s new culture which transforming to the socialist; 2,1977-1991, the period of constructing highly socialist spiritual civilization as the core of the socialist culture; 3, 1992-2002, the period of constructing the socialist culture with Chinese characteristics,adapted to the socialist market economy; 4,2003-2012,focus on the socialist culture with Chinese characteristics adapting to the construction and building a well-off society in an all-round way; 5,2013 to now, the construction of the Chinese dream as the picture of the socialist culture with Chinese characteristics. In each phase, it is around the center of the specific content and main task to expand, presenting the obvious stage characteristics, however, the different stages are not isolated, but closely related in the internal consistency of the essence. The whole process is the unity between the periodic and integrity.Overall, cultural construction of more than 60 years is a tortuous development process which integrated both experience and mistakes. Reviewing the past from today’s viewpoint, we have summed up some thought-provoking lessons, mainly includes:1, adhere to the fundamental guiding position of Marxism to ensure the correct direction of cultural development; 2, adhere to the strategic status of the culture and attach great importance to cultural construction; 3, always adhere to the party leadership for the work of culture, concept of innovation culture development; 4, adhere to the people-oriented principle always, to meet people’s spiritual and cultural needs; 5, respect the rule of cultural development and adopt the correct policy of cultural development; 6, adhere to promote the reform of cultural system to liberate and develop cultural productive forces.
