The school meals system is referred as the school food plan that is incorporated into the national policy system and mainly aimed to enhance the nutritive condition of students.The initial school meals system in the UK can be traced back to the 19 th century,when the authority,within the constraints of Poor Law,tended to solve social problems with proper intervention.Under such circumstance, in the face of malnutrition of underprivileged children in school,civil charity organizations stood out and shouldered the responsibility for school catering.However,as demand for food supply increased,civil charities became unable to cope with the depth and the breath of poverty and were thereby in urgent needs of governmental support. At the same time, social reality, economy, politics,ideology,and many other factors kept evolving with the progress of times,all of which contributed to enactment of the Education(Provision of Meals) Act 1906.Nevertheless,due to regional variations,this act,which signaled the creation of British school meals system,has not achieved its expected effect during the process of implementation.Yet the enactment of this legislation represents the beginning of the establishment of British school meals system. Therefore,as a part of social security system and the education plan,it historical significance should not be underscored.
