In the process of modernization, western powers constantly reproach China, scrambling interests, reduced to the half colonial semi-feudal society in China, but the western advanced political system and democratic constitutionalism thoughts also gradually spread in China, and accepted by advanced intellectuals and enlightened officials, constitutional trend in China began to sprout. In 1905, the russo-japanese war, Japan’s victory, make more people see, national greatness is not because of the advanced craft, also is the most fundamental has advanced political system, constitutional thought, requires "constitutional" chants. In the late qing government pressure from both inside and outside, from the perspective of maintaining its own rule began an unprecedented in the history of Chinese political reform, promote constitutional monarchy, trying to achieve the goal of national greatness.
