Based on the title of "the analysis of grain control policy of Jiang Su Province between 1912-1926", this thesis will focus on the origin of the policy, the policy enforcement and the response about the policy from people from different vocations, and try to expose the truth of the three aspects, and make a conclusion that this policy was a kind of unreasonable grain control policy by analyzing the results and influences of the policy.Since the late of Qing Dynasty, the grain transportation abroad-forbidden policy had been an important economic policy of Qing Dynasty, and this kind of grain control policy was becoming more and more strict. When it comes to the end of the Qing dynasty and the beginning of the Republic Of China, Jiang Su Provincial authority continued to carry on this grain transportation abroad-forbidden policy and then even forbad the grain to be transported out of the Jiang Su Province on the basis of the grain transportation abroad-forbidden policy because of the provincial urbanization development, the provincial relatively tight rice supply caused by frequent natural disasters as well as special market and transportation environment.During the Implementation of the policy of forbidding the grain to be transported out of the province, the local authority did make great efforts, but we have to admit there were some problems, such as collusion, the public panic and increase of the grain price caused by frequent reports about the grain transportation out of the province and lifting the ban and the restrictions on the grain transportation among the local counties, which was a reflection of the weakness of the provincial government.In addition, two groups which include supporters and opponents formed and they tried to achieve their goals with different ways after the government announced the policy. Among the dispute between the supporters and opponents, the opinions of the direct producer and consumer-farmer could not be heard by the public because of the undeveloped communication tools and the upper class’ control of media. At the same time, although the policy was aimed at maintaining the food safety of Jiang Su Province, people who supported the policy just concerned about the cities and towns’food safety,not the whole province which also includes the rural areas.Finally, I think this policy was unreasonable by analyzing the results and influences of the policy and the way to maintain food safety is to lift the ban and free the grain trade. Besides, the free trade should be based on the government’s "intervention" which includes the efforts to increase food productivity, improve the traffic system, eliminate the unreasonable taxes and consummate the food reserve system.
