Upon the entering of industrial society, human beings seek material gains under the guide of “invisible hand” of free market which pays no attention to their activities’ ecological influence, environmental destruction and waste. Extensive managements lead to the deterioration of forest and grazing and the huge waste of mineral resources. People with breadth of vision are fully aware that if allow the economic development to run its course, there will be nothing left of the rich resources. They call for people to face the reality and to take positive measures in conservation and efficient development rather than cling to the myth of inexhaustible resources. Thus the conservation movement was born, and thrived, and reached climax in the reign the Theodore Roosevelt.This paper consists of three parts: the exordium, the body and conclusions.The exordium includes the reason for selecting the subject and the academic review. Moreover, it introduces the academic values, practical significance, the content, the research objective, and the critical problems this paper deal with.The body part falls into three parts. In Chapter one focus on the learning background of Samuel Hays, which pave the way for the study of Samuel Hays’ Conservation Movement studies. Chapter two explores Hays’ basic ideas about conservation movement, which will be compared with various scholars. Moreover, it introduces the framework of Samuel Hays’ conservation movement studies through specific studies in water resources, forest, range, public domain, and river multi-purpose development. Chapter three mainly introduces the creativity of the early studies of the environmental political history of Samuel Hays from the point view of the full interpretations of Pinchot-Ballinger controversy and the political structure of the Progressive Era.The conclusion generalizes the Conservation Movement and suggests the imperfections in Samuel Hays’ studies.
