Since Internet and education was integrated, all the experts and teachers of every subject began to research how to improve the teaching quality by using the Internet. The multimedia teaching mode combining the Internet and computer gradually replaced the traditional and single teaching model of "teaching and listening". English teaching researchers gradually pay much more attention on the topic that how to use the Internet to improve English teaching process in college, instead of the traditional teaching method, in order to achieve the ultimate goal of improving students’ English ability.As the new application of the Internet in China, Microblog which is derived from Twitter in 2009, developed unprecedentedly in the area of social contact and journalism. Since 2010, more and more researchers focused on the application of Microblog in teaching. On the subject of integrating Microblog and teaching, teaching researchers and teachers have made a lot of studies, and there are more and more relevant empirical researches.This paper aims to analyze the effectiveness of peer review to English writing in collage on the platform of Microblog, on the basis of the present studies of peer review, and combining second language acquisition theory, constructivist learning theory and the theory of Zone of Proximal Development and distributed cognition The main method is to set up the experiment of collage English writing teaching mode-peer review on the platform of Microblog. Through analyzing the present situation of English-writing teaching in collage, this paper summarizes the direct and indirect reasons that the students’ English writing ability cannot be improved effectively, and tries to solve this problem by using peer review combining with the Microblog platform.This paper mainly focuses on four points: how to achieve the peer review on Microblog; the effect of peer review on Microblog to English writing in collage; the factors which affect peer review on Microblog; the students’ attitude to peer review on Microblog. In order to testify the effectiveness and scientificity of the peer review on Microblog to improve students’ English writing ability, this research collects a lot of accurate materials and set up an experiment of 16 weeks. The subjects are 81 junior students in the same grade and same major from Harbin University of Science and Technology. Through quantitative study(comparing experiment), qualitative study(questionnaire) and interview, etc., the research analyzes and compares the 81 students’ English writing ability in details before and after the experiment, in order to testify the effectiveness of the peer review to improve students’ English writing ability in collage. And Microblog is adopted in this experiment because it is the new and popular communicating platform which can stimulate students’ learning interest to achieve the goal of improving the quality of teaching.The findings of this experiment: Peer review on Microblog stimulates students’ motivation in cooperative learning, and improves their cooperative ability; it is helpful in improving students’ overall writing proficiency(fostering audience awareness, reducing language errors, clarifying the structure, etc.). The student’s attitude to English writing becomes more positive through peer review on Microblog, and it improves the students’ English writing performance, for example, stimulating students’ autonomy commenting, and overcoming the fear for English writing fear, etc.At last, this paper also states the teaching implications and limitations of the research findings.
