Instructions and report, two kinds of submitted informative official documents, are important bodies to convey information from lower level to higher level in party and government work. Their functions and applications have evolved from overlapping in some parts to separating from each other totally, because of historical customs and practical factors. To define the boundaries of different writings is inevitable in the standardization of official documents. The discussion on the evolution of instructions and report from the perspective of language use is beneficial to understand their differences in contextual structures and pragmatic features. This is not only valuable in consolidating the theories in the study of official documents, but also practically useful for improving efficiency and avoiding errors in writing.Chapter 1 is an outlook on the study, including its source, research goal and significance, current research situation and the literature review in relation.Chapter 2 mainly discusses the meanings and applications of instructions and report, and clarifies their development from overlapping to separating, as well as their boundaries to opinions. Based on this, the study analyzes the effects of their changing writing styles on the language use, thus defining their requirements for language.Chapter 3 tries to build deeper structures of instructions and report, the mode of factors combination, based on the analysis of their headlines and body structures. The mode can help to differentiate the body structure of instructions from that of report.Chapter 4 analyzes the features of language use from the perspectives of words, phrases, sentences and rhetoric. By citing examples, it explains the roles of the four factors in image-building and writing style of official documents. Meanwhile, the chapter makes quantitative analysis of the differences in language use with histograms, so as to better define the boundary between instructions and report. At last, the paper summarizes the main content and shortages here.
