| The Appalachian development program launched in 1965 by the United States government is considered a major project and development model in modern American regional development history. Its historic status is considered next only to the famous Tennessee Valley Comprehensive Development Project in the Roosevelt Administration.In the process of Appalachian development, the construction of highway is the forerunner, and the center strategy is the method. The initial goal of the development is to change the poverty in the region, and the long-term goal is to make the region embark on the road of self sustainable growth. As the result of the development, the Appalachian region gets rid of poverty and backwardness, and embarks on a sustainable economic and social development, and further integrates into the mainstream of the United States.The experiences achieved through the development of the Appalachian region can offer some references for the development of West China, such as legislation, project development, “growth center†strategy, balance of economic and social benefits, and coordination of economic benefit and environmental protection. In Midwest and West China, there are a few poor areas which are contiguous and trans-provinces. For Midwest and West China,we should select some key point, and from point to surface. We should,under the guidance of national new industrialization and new urbanization,realize the overall sustainable development. This is the essence of the West Development, and only by this, we can in the end achieve the Chinese Dream of national rejuvenation.In addition to the introduction and conclusion, the main body of the thesis is divided into three chapters. The first chapter discusses the situation and causes of the poverty and backwardness in the Appalachian region, and the formation of the Appalachian region development plan. The second chapter deals with the implementation of the plan, including the construction of the highway network, the development of the human resources, the adjustment of the industrial structure, the cultivation of the growth centers. The third chapter copes with the effects and limitations of the Appalachian region development, and through comparison to reveal the reference significance to the development of Midwest and West China. |
