This article focuses on the negotiation of the Sino-Japanese civil aviation pact, and how the "Japanese model" was applied in the process. After the Sino-Japanese rapprochement, according to the basic principles enunciated in the Sino-Japanese Joint Communique of September 29,1972, Beijing and Tokyo were looking forward to open direct flights between the two countries. But the airline has the branch of the international and regional routes. Flag carrier will operate the international routes. At the beginning of the negotiation, there was a disagreement between Tokyo and Peking on the existing Japan-Taiwan air services. It was that the Chinese government opposed the so-called "coexistence" of the two flags (Peking and Taipei) at Tokyo’s Haneda airport on the grounds that it was against the spirit of the Sino-Japanese Joint Communique of 1972. So, before building the direct flights between China and Japan, the two countries must solve the Taiwan issue involved. In the second chapter, i analyze the process of Sino-Japanese rapprochement. Mainly focus on the Taiwan issue. Then I refine the "Japanese way". After this, i review the origin of the aviation issues between China and Japan. And after the normalization of diplomatic relation between the two countries, they start to negotiate with each other on the Sino-Japanese civil aviation pact.In the third chapter,i mainly investigate the process of Japan’s foreign minister Masayoshi ohira’s visit to China. In Beijing, Masayoshi ohira met with the foreign minister Ji pengfei, premier Zhou enlai and chairman Mao zedong, and they solved the core problem on the Sino-Japanese civil aviation pact.In the fourth chapter, the two sides signed the Sino-Japanese civil aviation pact. Japan’s foreign minister Masayoshi ohira announced a government statement on its opinion of China Airline. Then The Taiwan authorities decided to cut off Japan-Taiwanairline.In the conclusion part, i mainly analyze how the two governments solved the Taiwan issue in the the negotiation of the Sino-Japanese civil aviation pact, and how the "Japanese model" was applied in the process. In the end, i try to evaluate the effect of "Japanese model"...
