Southeast Asia is an area of strategic importance during the cold war, among which Indonesia has the largest territory and population, which is also rich in energy and occupies the marine traffic. After 9·30 event in 1965, Suharto came into power and received supports from the United States government. In the history of international relations in the nineteenth sixties and seventies, the Large-scale aiding from the U. S to Indonesia turned to be a big event, which paralleled the Vietnam War. This paper is based on the recent discovery of new historical materials in the archives of the U.S government, combined with the existing researches, in order to study the evolution of economic aid policy of Johnson government for Suharto government, to elaborate the conception and implementation of American economic aid policy to Indonesia, and to discuss the importance of Indonesia in the United States of Southeast Asia strategy. The whole paper is divided into three parts:The first chapter describes the contents and characteristics of the US Indonesia policy from the period of Truman government to the Johnson government after the end of World War II. The second chapter discusses in more detail in American economic aid policy to Indonesia during the Johnson government (1966.3-1968), concerning its formation, implementation and ending of the basic approach and framework. The third chapter analyzes the effect of American economic aid policy to Indonesia during the Johnson government, which consolidated the Suharto regime and promoted Indonesia’s economy, and the impact of this policy for the successive American governments’ aid policy towards Indonesia.
