For The National Government Of The Shaanxi-Gansu-Ningxia Border Region Finance And Economy Aid Study(1937-1941)

From the outbreak of the Comprehensive Anti-Japanese War to the back and forth of the Southern Anhui Incident, an endeavour of financial economy aid of the National Government of the Shaanxi-Gansu-Ningxia Border Region was an important problem in the relations between the Kuomintang and the Communist Party of China, and one of the most direct and the most important was the National Government to provide an abundant financial economy aid to the border region. After the outbreak of Anti-Japanese War, based on improving the backward economy of border region, rescuing the frequent natural disasters of border region, and putting into border region Anti-Japanese War victims in need, and according to the agreement of the Kuomintang and the Communist Party of China in anti-Japanese national united front, the National Government not only allocated rated military expenditure to the Eighth Route Army and New Fourth Army of the leadership of the Communist Party of China each month, but also offered quite a number of financial economy aid that uesd to develop agriculture, construct roads and relieve refugees to the border region many times according to the actual situation needs of the border region. These financial economic assistance as the central committee of the Communist Party of China and the government of the Shaanxi-Gansu-Ningxia border region was one of the important source of fiscal revenue. These financial economy aids not only gave an expenditure promise to the anti-Japanese Army of the leadership of the Communist Party, but also laid a finance and economy foundation to practice the body to raise financial resources of the people in the early years of the border region Anti-Japanese War. The financial economy aid was a regular problem that the Kuomintang and the Communist Party of China negotiated. Thus, it not only embodied the cooperation between the Kuomintang and the Communist Party of China, but also reflected the competition between them, and there was a deep influence on the relationship of the two parties. Therefore, this paper will state the historical process in detail comprehensively and objectively and find out the negotiation problems around the financial economy aid between he Kuomintang and the Communist Party of China from five aspects: the early stages of the war of resistance, the necessity of the government for the National Government of the Shaanxi-Gansu-Ningxia border region financial economic aid, financial economic aid way, quantity, distribution, and specific usage, and the effects of the financial economy assistance.
