As we all known that the third sector represents the wills from the civil society, inthat case the relationships between government and NGOs have always been tried tohandle properly. Nowadays, the ENGOs are developing vigorously in China. They are notonly the undercurrent surging power of the private sector, but also the better factors tobring about perceptible influence to countries’ regional economy and policy. However, ourChinese ENGOs are still making smooth progresses because of its reality and history.China is being in the crucial phase of various domains reforming. Without any doubt, ithas very important strategic sense to establish a stable relationship with the society. Tosome degree, the relationships between ENGOs and the governments are one kind ofgaming-both the struggle and the compromise, both the resistance and the cooperation.No matter the governments and ENGOs want or not, the harmoniousness between them isquite essential to each other. Especially in China, according to its particular background,governments have been the absolute rulers during such a long history, the relationshipbetween the two models is quite more delicate.By qualitative approach, such as literature review, case study and so on, the paperfocuses on the following several parts: the first part, discussing the development of somerelative theory; the second part, analyzing the development of ENGOs from theperspective of Civil Society then summarizing valuable effects of ENGOs; from the thirdpart to the fifth one, deducing the framework of analysis tool for the case study from thePolicy Participation courses to focuse on summarizing the different modes of therelationships between ENGOs and government in China through the method of typology;finally, the paper puts forward the path to build healthy relationship of government andENGOs.
