For the past few years,with the increasing of the proportion of urban populationand the total urban population,and the urbanization process continues to promote,drivethe high-speed development of the realty business, corresponding problems andcontradictions have emerged in the meantime. The housing prices and the premium insome cities rise too fast, speculative buyers overactive, increased the difficulty for theresidents to purchase Residential,and the urgent demand for residential housingprotection. In the face of high prices and increasingly large crowd of buyers,"hard tobuy a house has become a hot topic in today’s society. Undeniable that the market is themain channel to address the housing needs of the urban residents.However,for manylow-and middle-income families,its economic capacity is difficult to purchase or rentalthrough the housing market,there is an urgent need for local governments to improvetheir living conditions. Especially for some low-income families,the current real estatemarket cannot meet their needs of place of residence.that but triggered a series of socialconflicts. Which put forward higher requirements on the government and its relevantdepartments, that the government should not only to ensure that the quantity and qualityof the housing market, but also to ensure the equitable distribution of housing,thus everysocial strata can satisfy their residency requirements within their affordabilityrange,realise Achieve the aspirations of”everyone has a house”. Therefore, affordablehousing as an important complement of the current housing market in China, is themajor initiatives of the local government to fulfill the public service functions and thepeople’s sharing of the fruits of development. On July2,2012, in The Nationalaffordable housing projects Work Conference, member of the Standing Committee ofthe Political Bureau of the CPC Central Committee, Vice Premier Li Keqiang onceagain stressed:" we should continue to promote the construction of affordable housingprojects to achieve the schedule for completion of the shelf life, to ensure that theallocation of public can be open, fair and impartial, construction results to benefit morein low-income housing for needy people, play better protection of housing constructionon improving people’s livelihood, steady growth, adjust the structure of an importantrole.Construction of indemnificatory housing is a long-term but systematic project,which includes affordable housing, public rental housing and low-rent housing. Thispaper, the construction of indemnificatory housing in China’s social security housing as the starting point, the text consists of five parts: The first part mainly contains theselected topic background and research significance, research status at home and abroad,the main content of the thesis and research approach of the research on localgovernment functions in the construction of affordable housing. The second part isexplanations to the indemnificatory housing, affordable housing, and the functions oflocal government and its relevant concepts, and analyze the Local governments inChina’s fulfill their functions in the construction of affordable housing by thegovernment reengineering theory and new public service theory. The third part analysisthe implementation of of local government functions in the construction of affordablehousing in our country,firstly, introduces the current status of local governments’performing their functions in the construction of affordable housing: Local governmentis the provider, policymaker and regulator in the construction of affordable housing;Secondly parsed some of the inadequacies in the functioning of the local government inthe construction of affordable housing: First, the inadequate supply of land and capital;fail to control the sales prices of affordable housing effectively; Third, the lack ofrelevant regulatory on entry and exit mechanisms for affordable housing; Fourth, thelack of rational planning for affordable housing’s construction and arrangement Fifth,the rules and regulations of affordable housing developed by local governments areunsound. The fourth part compared to foreign local governments functions performed inthe construction of public housing, trying to find the successful experience can be usedfor reference. The last part is the focus of this article, it put forward how localgovernment in the construction of affordable housing to perfect its function ofcountermeasures and suggestions: The local government should increase the intensity ofland and the supply of money; Strict control of affordable housing sales price; set upindex evaluation system for the affordable housing access and exit mechanism; rationalplanning for the affordable housing’s construction and arrangement;Formulate andimprove relevant rules and regulations.
