Undeniable that the market is themain channel to address the housing needs of the urban residents.However,for manylow-and middle-income families,its economic capacity is difficult to purchase or rentalthrough the housing market,there is an urgent need for local governments to improvetheir living conditions. Especially for some low-income families,the current real estatemarket cannot meet their needs of place of residence.that but triggered a series of socialconflicts. Which put forward higher requirements on the government and its relevantdepartments, that the government should not only to ensure that the quantity and qualityof the housing market, but also to ensure the equitable distribution of housing,thus everysocial strata can satisfy their residency requirements within their affordabilityrange,realise Achieve the aspirations of”everyone has a house”. Therefore, affordablehousing as an important complement of the current housing market in China, is themajor initiatives of the local government to fulfill the public service functions and thepeople’s sharing of the fruits of development. On July2,2012, in The Nationalaffordable housing projects Work Conference, member of the Standing Committee ofthe Political Bureau of the CPC Central Committee, Vice Premier Li Keqiang onceagain stressed:" we should continue to promote the construction of affordable housingprojects to achieve the schedule for completion of the shelf life, to ensure that theallocation of public can be open, fair and impartial, construction results to benefit morein low-income housing for needy people, play better protection of housing constructionon improving people’s livelihood, steady growth, adjust the structure of an importantrole.Construction of indemnificatory housing is a long-term but systematic project,which includes affordable housing, public rental housing and low-rent housing.
