Labor dispatching is the product of implementation of reform and opening up and thesocialist market economy. Labor dispatch as a new way of employment, because of itsadvantages and the need of market economy, is developed into an important way ofemploying way in our country, also provide more employment opportunities and careerchoices for our country labor market. Nowadays, society is becoming economicglobalization, relocate and foreign send form is getting more and more favour of theemployers. With the rapid development of labor dispatching, it brought somecorresponding problems: abuse dispatched laborers, confusion of labor dispatchingindustry management, Laborer’s rights and interests is difficult to get effective guarantee,and so on. These problems not only lead to the unhealthy development of labordispatching industry, but also will affect the whole development of the socialist marketeconomy. This article embarks from the current situations and problems of labordispatching, pointed out the problem causes of labor dispatching, and based on the theoryof collaborative constructed the system of labor dispatching.Firstly, the first part of this paper introduces the background and significance of thetopic, Summarizes the current research status of our country and abroad for labordispatching, the basic concepts and theories were expounded of labor dispatching whichthis article used.Secondly, the paper introduces the causes of labor dispatch’s development and thepresent situations in our country, From the four aspects: industry characteristics, clientcompany, employee leasing company, dispatched laborers introduce the situation of labordispatching industry. According to the current situation of labor dispatching industry inour country, point out the problems of labor dispatching, and through the game analysismethod to find the deep reason of labor dispatching problems, In addition to the behaviorof the three main participants lead to the problems, the incomplete government function isalso the important cause leading to the dispatching problems.Thirdly, through draw lessons from foreign advanced experience in labor dispatching regulation, analysis the main points of the labor dispatching, then based on the theory ofcollaborative constructed the system of labor dispatching, defined the responsibilities ofthe main parties in the dispatching system, expounds the government function should bereflected in which aspects in dispatching problems, also construction related ancillarysystems.Finally, made the feasibility analysis of the policy for the implementation ofdispatching system, pointed out the practical value of the dispatching system. And givethe government, client company, employee leasing company, the dispatched workers somecountermeasures and suggestions to ensure the implementation of the labor dispatchingsystem.
