The horizontal flowing of leadership positions in the civil service is an Importantissue in the field of Political Science and Public Administration. The theoreticalanalysis and study of this issue, has important theoretical and practical significance.The horizontal flowing of leadership positions in the civil service becomes more andmore important, specifically after the issue of the reform of human resource system ofleading posts from2010to2020which promulgated by Chinese government.The leadership positions in the civil service’s regular flow can helpto improve they work abilities.What’s more,it can prevent the corruption and improvethe government’s work effectiveness.They are all good for the reformation ofgovernment and the human resources management.This paper is divided into six parts: The first part is an introduction,.Throughaccess to a large number of study and files related laws and regulations, this paperintroduces the research background and origin of the problem.The second part is theoutline of the horizontal flowing of leadership positions in the civil service.Includingthe concept of the horizontal flowing of leadership positions in the civil service andthe theory of the concept of the horizontal flowing of leadership positions in the civilservice.this part is the base of the next part.The third part is analysing the currentsituation of the horizontal flowing of leadership positions in the civil service in HuangPu Guangzhou.By the analysis which find the problems and influence.The fourth partis introducing other countries’ experience on the horizontal flowing of leadershippositions in the civil service system,and find some inspiration for our horizontalflowing of leadership positions in the civil service system.The fifth part is the mostimportant part of this paper.This part puts forward the corresponding countermeasuresto improve the horizontal flowing of leadership positions in the civil servicesystem.The last part is the summary of the whole passage and gives the innovatepoints and limit points of this paper.
