The tensions of domestic land-use relations has not been possible reduced,there is no one recipe for national land-use control, therefore, for its flexibility, landdevelopment rights in the common law system are “pursuit” by domestic academicbecause of its good actions in achieving land use regulation. However, this paperargues that the discussion for scholars in the fundamental problems of the concept ofland development rights are still in a chaotic state.Firstly, this paper will assess and demonstrate the state of the sort of chaos in thedomestic scholars which include the nature,ownership and the content of the landdevelopment rights.Secondly, i will study the relationship between land development rights land-usecontrol in Anglo-American system, and recognize the position of the landdevelopment rights in the legal system of national land-use. Further, we have tocombine the " bundle of rights " theory of common law to explore the path to generateland development rights.Finally, we have to accomplish the refinement and conversion for theunderstanding of land development rights in theory, and discuss the normativestructure of land development rights. Then we can recognize land development rightsare private property rights in public law in land-use relationship, also we will try tosum up the forms of the expression for this kind of right.
