Study On The Transformation Of Road Transport Administrative Functions From The Service Oriented Government

Service-oriented government is a new kind of government proposed under the guidanceof the concept of serving the people, to adapt to the new situation and requirements of thedevelopment of Chinese economy and social atmosphere in accordance with the will of thepeople, aimed at serving the people.To build a service-oriented government is a newpositioning of the function of the Chinese government, a summary of the20-year’s efforts anda basic goal of the transformation of the governmental functions. The change of governmentfunctions is the change of government duty, function, change and development on the basis ofthe administrative power, which means the change of the government administrative power,the change of the way of administrative management and the improvement of the governmentadministrative ability and administrative efficiency. A fundamental shift from implement thefunctions of the government to creating a good development environment, providing the highquality public services,safeguarding social fairness and justice, which is the focus of thefunction of government. Change of the road transport management functions, as one part ofthe transformation of government functions, is proposed in the perspective of servicegovernment to study the road transport management functions, which can guide the directionfor the transformation of government and provide the measures to build the service typegovernment.Firstly, this paper discusses the service type government, the theory of service-orientedgovernment, the road transport management functions and other related theories, which hassignificant theoretical influence to change the road transport management functions. Then theauthor tells us the historical transformation of China’s road transport management functions,analyses the current situation of China’s road industry based on the current trafficmanagement functions and the existing problems. In order to solve these problems, this papersummarized the advanced experience on road transport management functions of developedcountries such as USA, Japan, Germany, etc, to analyze the change of China’s road transportmanagement function in the perspective of service government, proposed the content and thefocus of the change of road transport management functions with the guidance of theory andpractice. Finally the measures to protect the road administration function are proposed to promote the transformation of the service type government and improve the road transportmanagement functions.
