Research On The Function Of Local Government In The Development Of Port-neighboring Economy

Ports are increasing their function to promote the economic development of citiesand around regions in the trend of economic globalization. Port-neighboring economyhas become the main driving force for the port cities’ economy in modern world. It isa new economic mode closely related to port and the development of society andeconomy. It is the important carrier and effective way to develop the port city’seconomy and to carry out its development strategy. According to the practice at homeand abroad, it is significant to promote economy development, industrialization andurbanization of port cities and their surrounding regions by developing it with portadvantages. The principle of“decentralization&territorial management” of portmanagement has been confirmed by the Port Law. The administration system of“separating enterprise from government” gives local governments more rights andimpetus to develop port-neighboring economy.Quanzhou’s port history is more than1500years old. It’s once the Port of Zayton,the busiest port in the world. Recently, its port-neighboring economy has gained fastdevelopment. But, comparing to advanced port cities at home and abroad, there is stilla big gap. The development of port-neighboring economy is closely related to thefunctions of government’s administration and regulation. Therefore, the serious studyon the impetus and function of local governments has directive significance for thedevelopment of Quanzhou city and other port cities in our country.This dissertation studies the functions of local governments from the angle of viewof current port-neighboring economy. Taking Quanzhou as an example, it studies thechanges of the government’s systems and functions in the port developing process. Itputs forward some constructive policies to develop Quanzhou’s port-neighboringeconomy for the local government on the basis of its economy situation.
