Letters and visits (epecialy law-related letters and visits)system is a uniquelegal system with Chinese characteristics, and its emergence and development isinevitable in history. During a certain historical period, the system plays an activerole in the realization of social fairness and justice and listening to the voice of thesocial vulnerable groups. With the continuous development of social economy andthe advancement of law and democratic, law-related letters and visits system hasbecome increasingly weakened in handling various social problems.This hastroubled our justice system. Moreover, the system itself exist many contradictionsand confusion,so we need to observe, think and profile it deeply.Because law-related letters and visits system has not been systematic andstandardized, the author attempts to describe its characteristic through analyzing apratical case. There are3major conflicts in the system. The system conflict withthe legal construction、our culture、history and so on.It is necessary to improve thejudicial ltters and visits systerm.Law-related letters and visits system reform and improvement is a hugesystematic project.It requires institutional innovation and implement in practice.Accelerate the development of “Letters And Visits Act”perfect appeals and retrialsystem; improve the complaints system and retrial system, open the judicial reliefchannels;give full play to people’s deputies of communication and coordination andoversight role; establish and improve a wide range of processing mechanismlaw-related letters and visits. Only multi-pronged approach to create synergy inorder to fundamentally solve problems involving access law-relatedletters and visits.
