In2009,China’s accession to the Basel committee on banking supervision. Sincethen, the Basel committee discussed through a variety of regulatory framework forChina’s banking regulation has the extremely vital significance. From the point ofview of nature, the Basel committee’s regulatory framework has the legal nature ofsoft law. Therefore, China can use this platform to actively participate in internationalregulatory standards, and to fully draw on the experience of international bankingregulators. Now, the Basel committee has amounted to more than20, has a broadrepresentative in the international scope.In2010, the EU and the U.S. have announced financial regulatory reformprogram, the introduction of Basel Ⅲundoubtedly change the financialregulatory framework has representative significance. From the existing data,the Basel capital accord Ⅲon bank capital regulation put forward higherrequest, in order to control and reduce systemic risk. At the same time, theBasel capital accord Ⅲ introduces the ideas of macro-prudential regulation, aseries of regulatory measures from the macro level, so as to reduce the risk ofthe financial system and the risks of economic fluctuations.From the perspective of the evolution logic of its regulatory, Basel Ⅲisfurther perfect and enrich of Basel Ⅱ. Basel Ⅲin minimum capitalrequirement, external supervision and market discipline framework, continueto strengthen to improve regulatory capital.This paper from the evolution of the Basel agreement, expounds its legalnature. At the same time, with the Basel agreement Ⅲbased on content, the author further explore its significance of legal regulation of Banks in China.Basel Ⅲ and detail research of relevant indicators is a dynamic gradualprocess. Therefore, this article is just plain research, still need to study toexplore aspects.
