People’s congress is the organ of state power and even more is the organ of public opinion inour country. For a long time, the people’s congress and its standing committee had done a good jobof supervision and played an important role in the process of the legal construction. Due toconscientiously performing their supervisory duties on government finance，the people’s congressand its standing committee give full play to the supervision function，so that the finance can beused to serve the people. But in recent years, with china’s rapid economic development, the statefinancial capital increases rapidly, while also financial abuse situation is increasing year afteryear."Auditing Storm" makes the problem of supervision of the people’s congress shown to public.Today, in china, democracy and the rule of law are deeply in people’s heart. People’s awareness tobe hero has been greatly improved, so the national financial fund abuse is not allowed. The reasonof the existence of national financial fund abuse and poor oversight of the people’s congress is thatthe legal system of financial supervision of the people’s congress is behind the practice of thedevelopment of our country’s financial supervision.
