A Study On The Application Of Discretionary Power In Quliaty Supervision

Quality supervision plays a great role in China’s production and circulation, anddiscretionary power is indispensible in practice. Quality watchdog could demonstratesocial and legal benefit by using discretionary power legally and correctly. However,the abuse of discretionary power is very common in reality. This dissertation aims toanalyze the features, meaning, and forms and reasons of such phenomena, illustratethe abuse by quality watchdog, propose the countermeasures, and explore the bestsolutions to the misuse of discretionary power with the readers.The dissertation is composed of the following five chapters.Chapter1: Discretionary Power and its Basic Theory in Quality SupervisionSector. This chapter starts with the meaning and features of discretionary power, andthen leads to the special meaning and features of discretionary power in qualitysupervision, which prepares for further discussion in the next chapters.Chapter2: Theoretical Practice of Discretionary Power in the Administration ofQuality Supervision. The author illustrates how discretionary power is practiced inquality supervision and why it’s a must, enhancing readers’ understanding of suchconcept.Chapter3: Evaluation of the Application of Discretionary Power in QualitySupervision. Starting from the achievement in the practice of discretionary power,the author digs into power abuse, lying behind the achievement, leading to thein-depth analysis.Chapter4: Range and Principles in the Practice of Discretionary Power inQuality Supervision. In this chapter, the author tracks back to reasoning withquestions proposed, and analyze the phenomena from the range and principles ofdiscretionary power in quality supervision, brining a brand new understanding to thereaders.Chapter5: The Countermeasures of Standardizing Discretionary Power inQuality Watchdog. As the conclusion chapter, the author proposed countermeasuresand suggestions to the enactment, enforcement and supervision of discretionarypower, especially on institutional construction and human resources management,answering to the aims of the dissertation.
