In the late1980s and early1990s, after the collapse of the former Soviet Unionand tremendous change in Eastern Europe, the central and eastern European countriesbegan the extensive political and economic reform and social transformation whichmeans a new historical period for developing. As the most important factor in keepingpolitical stability of a country, the political transformation became the primary goal inthe central and eastern European countries’ transformation. They abolished the highlycentralized political system of Soviet Union and established the western multi-partyparliamentary democratic system. While as the highly centralized political system hadbeen carried out in these countries for half a century when they were controlled bySoviet Union, democracy, freedom and human rights were lack of guarantee for along time, after the transformation, their development in party politics,democratization and human rights’ protecting made people question and attracted highattention in international community. And the eastward enlargement of EU made thecentral and eastern European countries’ political changes became an internationaldiscussing focus. These countries’ development in party politics, democratization andhuman rights’ protecting was different before and after their accession into EU whichinflected the central and eastern European countries’ different developing situation ofpolitical transformation in different historical stages.
