Enterprise labor rules and plays an important role in the two aspects of the management oflabor and labor relations stable. The current labor relations present tense situation, mainlyfor the labor dispute becomes more and more complex, because the enterprise labor rulesand regulations formulation procedure caused by the increasing disputes, disputes continueto produce. At present, our program is not clearly defined for the enterprise labor rules,each area of the enterprise labor rules and regulations formulation procedure specificationis different, resulting in the judicial practice "different codefendant" phenomenon. Based onthis, discuss the enterprise labor rules and procedures. The author believes that, in order tomaintain the stability of labor relations, the harmonious development of the society, tostandardize enterprise labor management system, the need to develop procedures forenterprise labor rules and regulations are clearly defined, namely the enterprise labor rulesand regulations formulation requires enterprises and workers to determine the jointconsultation, relates to the interests of workers, the content, the employee shall have thepower to decide in essence, the workers have to labor rules and regulations related to thevital interests of the content of consent right and decision right. In this paper, in addition tothe introduction and conclusion, is divided into four parts: the first part of elements from atheoretical definition of enterprise labor rules and procedures. The second part analyzes ourcountry present on the program development of labor regulations. The third part introducesthe legislative status of labor rules and foreign enterprises develop procedures for laborrules and regulations, enterprises of our country develop procedural legislation forreference. The fourth part is the focus of the article, combined with the above analysis, putforward to improve the enterprise labor rules and procedures for advice. In the democraticconsultation procedure, the legislation of our country should be the content should beclearly related to the immediate interests of workers and the enterprise workers together. Inthe publicity to inform the procedure, principle of distribution of burden of proof should beclear.
