Study On The System Of Government Information Applied Publicity

In the society of information, only by mastering the timely and effective informationcan people seize the first move advantage in response to challenge. Governmentinformation applied publicity as a source of strength; it gives the public more accessto government information that is required to achieve the initiative’s transformation toobtain government information from passive recipients. As the core of governmentinformation publicity system, the establishment and development of the appliedpublicity plays an important role in the process. Although the vast majority ofgovernment information have to rely on active disclosure to share with the public, it isprecisely an open system in accordance with the application, it truly reflects theinitiative of the public in the work of disclosure of government information andeffectively limits the administrative organ in public or not, and the discretion ofopening what and how to open, then effectively safeguard the legitimate rights andinterests of citizens, but also providing an important foundation for the citizens of abroad democratic participation and democratic decision-making and democraticsupervision system. The State Council issued the law of the People’s Republic ofChina government information disclosure regulations on May1,2008, making therelevant provisions about the application for public government information, this is animportant reflection of the rule of law progress, to a certain extent, and it reflects thedetermination of our country to build a "transparent government". However,compared with the whole process of government information disclosure, thedevelopment of publication upon applied is very slowly, such many problems havenot been effectively resolved.The text of this article is divided into three parts. The first chapter describes the basictheory of the system of government information applied publication, analyzes theconcept of open government information, as well as the difference between open andactive, and then from the "people’s sovereignty" and "the public’s right to know"introduces the theoretical basis of this system, which leads to the reasons andsignificance of government information disclosure system.The second chapter is mainly from the public and local governments under the StateCouncil regulations about government information. This part analyzes the currentsituation of the implementation of local governments at various levels, as well as theimplementation status of implementation of the State Council issued "Regulations on Open Government Information", which leads to the problems existing in the systemand analyze the causes.The third chapter is the point, on the basis of the questions in the second part, mainlyintroduces related improvement measures, and combined with our specific nationalconditions to put forward several practical suggestions.
