In recent years, food safety incidents occur frequently, around the food security situationis worrying, the government regulation of food safety responsibility department puts forwardgreat challenge, therefore, establish and improve the food safety supervision mechanism andaccountability mechanism becomes the primary problem. The accountability system foradministrative supervision of food safety first is the "administration to", namely the object isthe relevant administrative units and personnel, is mainly the government and its staff. Askthe content and purpose of accountability is to standardize the system of this result requiresthe object and cause damage to or loss of the facts bear because of its non performance or nonperformance of the food safety supervision and management responsibilities.At present, the legal system of our country has many food safety supervision field, madein the aspects of food safety supervision, supervision of thought content and system,allocation of regulatory responsibility and identified, accountability and methods defined, butin the food safety supervision and accountability system defects, there is the mainresponsibility of unknown strength is not high, accountability, accountability procedures arenot standardized, the accountability process repeatedly, ask many mechanisms imperfect dutyrelief. This paper also specifically to the dairy industry focus problem as an example, thecurrent food safety supervision and accountability mechanisms are analyzed. In this paper,the structure is divided into four chapters: The first chapter is an introduction, the main topicof this paper describes the background and significance, research technical route with themain research methods; second chapter of food safety supervision of food safety regulationbecause the theory of administrative accountability foundation; chapter on food safetyregulatory administrative accountability system for the relevant regulatory analysis, andincluded evidence to analyze the existing problems; Chapter put forward countermeasuresand suggestions.Through this analysis, the author believed that only a clear government regulatory bodyfor food safety status of development of scientific laws and administrative accountabilityfood safety supervision mechanism, to create an enabling mechanism to ensure accountability and efficient in order to improve the food safety regulatory system of administrativeaccountability.
