Third Party Policing is a new policing strategic theory which proposed by westernscholars in the emergence of Risky Society and in the process of social transformation. Itrepresents a major shift in contemporary crime control practices. The responsibility for crimecontrol no longer rests with state agencies but is shared with a wide range of organizations,institutions or individuals, which building up the phenomenon of sharing securityresponsibility.At present, China is in transitional period, facing increasing social risks and conflicts.Especially, drug-related crimes have appeared a number of new features, resulted in thesituation to be grimmer and grimmer. When I translated the book Third Party Policing(Lorraine Mazerolle&Janet Ransley), I found foreign countries have been used the theory ofThird Party Policing for preventing and controlling drug crimes in hot spots, and achievedobvious effect. Moreover, with strong applicability as well as our drug-related legal systemsmaturity, Third Party Policing strategy can apply to Chinese context. On the basis of ThirdParty Policing mechanism, this study mainly discusses our social background and currentLaws when used Third Party Policing, focuses on some hot spots or fields, analyzes anti-drugthird parties and seeks to how to carry out this strategy.Using Third Party Policing strategy to prevent and control drug crimes can constructanti-drug system with the whole society. It offers an important addition to the world-widedebate about the nature and future of policing and will prove invaluable to scholars and policymakers.
