The continuous development of the market economy in China, the important role ofanti-monopoly of market competition to protect and promote the" Anti-monopoly law," theimplementation of five years has made some achievements, but in the face of the complex,changing social and economic relations, China’s anti-monopoly laws and regulations still needto continue with the practice of the implementation of the anti-monopoly law is furthermodified, perfect, and then practice, in order to protect the development of market economy.China Telecom, China Unicom in the broadband Internet market monopoly event inNovember9,2011by CCTV exposure, once again triggered the discussion about the"anti-monopoly law", the national development and Reform Commission has launched anantitrust investigation into the case. Afterwards, China Telecom and China Unicom activequoted operators commitment system application to suspend the investigation, however,because the operator commitment system procedure is not perfect, so the case of concern, butalso on the conciliation system also put forward the improving requirements.
