Agriculture is the source of human food and clothing, and the foundation ofhuman development. Since China is a large agricultural country, the long-term weakindustry status of China’s agriculture has led to problems of agriculture, farmer, andrural area, such as the sluggish growth of farmers’ income, the unstable foundation ofagricultural revitalization, and a lack of stamina in rural development, which seriouslyrestrict China’s economic health and sustainable development. This dissertation is toresearch and improve the policies supporting the prices of agricultural products; itcenters on increasing farmers’ income, ensuring the supply of agricultural products,and the promotion of agricultural development, which can be said as a strong measureto improve the policies supporting the price of China’s agricultural products and tosolve the problems of agriculture, farmer, and rural area.As a part of the "yellow box" policies of agricultural subsidies, supporting theprices of agricultural products is the earliest and the most obvious approach towardsagricultural protection policy and also is the most commonly used means around theworld to protect agriculture. Developed countries such as the United States, EuropeanUnion, and Japan employ corresponding provisions to regulate and improve theirsystems supporting the prices of agricultural products and to systemize the form oflaw. But until now the supports given by China for the prices of agricultural productsonly remain at the level of policy guidance, and thus are of limited operational value.The systemization of laws can ensure the long-term effective performance of thesupporting of the prices of agricultural products to give a clear signal to theagricultural producers and to reduce their political risks.Based on related researches of the policies supporting the prices of agriculturalproducts, this dissertation takes the essence for its own purposes. It introduces thedefinition and characteristics of agricultural products and the value of the policiessupporting the prices of agricultural products to illustrate the necessity of China’ssupports to the prices of agricultural products, analyzes the legal basis for policiessupporting the prices of agricultural products to provide a theoretical foundation forits legalization, observes the current status of the policies supporting the prices ofagricultural products, and learns from the experience of the policies supporting theprices of agricultural products in developed countries to put forward suggestions for improvement.Besides the introduction, the conclusion, the body of this dissertation is dividedinto four sections:The first section: the general introduction of the theories of policies supportingthe prices of agricultural products. In this section relevant problems concerningsupporting the prices of agricultural products are reorganized, and the legal basis forsupporting the prices of agricultural products are emphasized.The second section: an examination of the current situation of policies supportingthe prices of agricultural products in China. This section investigates the development,current systematic situation, and the current plights of policies supporting the prices ofagricultural products, focuses on the inadequatenesses of policies supporting theprices of agricultural products in China in order to put forward measures to itssolutions.The third section: the experience of policies supporting the prices of agriculturalproducts learnt from developed countries. This section narrates in detail the policiessupporting the prices of agricultural products in the United States, European Union,Japan, and other developed countries, and summarizes several suggestions to developthe policies supporting the prices of agricultural products in China.The fourth section: improvements to policies supporting the prices of agriculturalproducts in China. This section relying on the above analysis and the experience fromdeveloped countries, separately proposes suggestions for the improvements to thepolicies supporting the prices of agricultural products in China from three aspects:promotion of the market-oriented reforms, improvement of regulation of the prices ofagricultural products to strengthen regulatory capacity of the government,combination of the policies and laws to maintain the legalization of supporting theprices of agricultural products.
