With the rapid development of information technology, the government website hasbecome an important platform which the government provides management and service. It isnot only the main online channel of government to publish information, but also the windowto promote government image, is a special communication carrier between the public and thegovernment, has become a powerful measure to highlight the service concept ofe-government.In the background of media diversification, this paper not only analyzes the historicalchanges of Chinese government websites, but also puts forward the "Shanghai model"through the interpretation of the Shanghai government website’s content, management, form.The purpose of this paper is to provide a reasonable path to construct the Chinese governmentwebsites.This paper has a total of forty thousand words and is divided into four parts exceptintroduction and conclusion:The first part introduces the definition and characteristics of the government website.Firstly, this part puts forward the definition of the government website by using thepropagation pattern. Secondly, this part summarizes the basic characteristics of thegovernment website.The second part summarizes the historical change of government website. It includes thebuilding background, the course of development, the current situation, and the existingproblems of the government website.The third part is mainly to discuss the sample of the Shanghai government portal website.It mainly analyzes the content, management, form of the Shanghai government website, andsummed up the "Shanghai model”.The fourth part puts forward the path which can be drawn lessons from our governmentwebsites. This part summarizes the "Shanghai model" from three aspects of the servicecontent, website structure, management mode and provides a development path which thegovernment websites can choose.
