A Study On Social Organization Of Participation In Local Government Management From The Perspective Of Social Capital

A growing number of social organizations play an extremely important role for the current social harmonious development so that continue to shine in Chinese economic and social development under the new situation. There is a major practical issue that makes society organizations how to take part in local government management innovation, and promote the social organization to make the function which in order to protect and improve people’s livelihood, strengthen the innovation of local government management. The18th National Congress of Communist Party of China depicts a blueprint for striving to complete the building of a moderately prosperous society in all respects for better deployment. We need to further integrate theory with practice, and to carry out targeted policy research and practical exploration. So researching and exploring society organizations to participate in local government management innovation is a new attempt from the point of view of social capital. There is consistency in the network participation of social capital, trust and norms related concepts and the local government management in certain aspect. If the local government management needs to be innovated, we must actively play a civic and social organization of social capital, which helps to improve the management level of institutionalization of the local government, to help improving the efficiency of the management of local government, and to help society organizations bearing part of the responsibilities of the local government. At the same time, as an analytical tool, social capital can help us rise to the theoretical level and focus on those in the social structure of social trust, norms and citizen participation in the internet and other forms of social capital; helps us to attache great importance for those non-political and non-economic factors; also help us to recognize the role of social capital for social organizations which playing in the management of local government can not be ignored. In fact, the whole process of social interaction in local government is the local government management innovation. A social trust and cooperation network of social capital is the social organizations to participate in one of the capital required by the local government management innovation. Therefore, the author attempts to analysis in our society organizations participated in local government management difficulties encountered by social capital. We further clarify the relationship of social capital and social organizations involved in the management of local government throughout the innovation process and understand the problems from a broader space that social organizations taking part in local government management innovation, which undoubtedly has an extremely important significance in that promotes the social organization participate actively and efficiently in local government management innovation.There are four parts in this thesis. The part one is mainly about the related concept of social capital through the research situation. Then taking the social capital theory as the background, this part emphasizes the connection between social capital and social organizations as well as the role and the importance of the social organization participation in local government management innovation. The second part, taking the social capital as the mainly theoretical basis from the point of view of social capital, explores the society organizations of participation in the local government management innovation. Then under the framework of the social capital theory, this part puts the dilemma and reasons about three aspects in the mechanism, positioning and trust from the social organizations of participation in local government management innovation process. According to the analysis of the first part and the second part, the third part finally gives the best choice for the social organization of participation in local government management innovation from the social capital perspective.
