The Research Of Urban Community Social Organization In China Under The Perspective Of Governance Theory

China began to promote the work of community service in the early of reformand opening-up in the1980s, and formally devoted major efforts to developing thework in the national scope at the end of1990s. The Seventeenth Party Congress of theCPC puts forward the great strategic deployment of building harmonious communityand the grass-roots autonomous system is established as one of China’s socialistpolitical system for the first time in the congress. The community social organizationconstruction, which is as basic grass-roots autonomous organization, will become animportant constituent part of community construction and perfecting grass-rootsautonomous system. Therefore, the construction of community social organization isnot only necessary for community to fulfill it’s functions required, is also determinedby the realistic national conditions in China. However, because our community socialorganizations in our country, on the whole, is not fully development, especially therural community social organizations are rare community social organizations mainlyconcentrates in the cities. The study for the rural community social organizations topromote the development of community social organizations in our country does nothave very great reference value, so it is as the research object of the paper to urbancommunity social organization, selecting representative cases, through studying themfinding problems, analyzing reasons, and the ultimate goal is put forward strategies topromote the development of urban community social organization in our country.The paper is divided into six parts.The first part is introduction, which mainly includes the background andsignificance of research, the commentary of related research status at home andabroad, research methods, research key points, difficult points and innovation points.The second part is to define the core concept of this paper, to clears what is thecommunity, urban community and social organizations, to discriminate concepts thatis related to social organizations, and on this basis to define connotation feature,assortment of community social organization. Exposition of the theory in this section, by defining governance and governance theory, introduces the background of the riseof governance theory and explains the theoretical basis of the emerging of communitysocial organization, and puts governance theory into community so as to elicitcommunity governance and community governance structure.The third part is analysis of the development power and opportunities of urbancommunity social organization in our country. Firstly, it is to analyze theoretical valueand practical significance that is by urban community social organization;Secondly, it is according to the information provided by the web portal of the Ministryof Civil Affairs of the People’s Republic of China, the Chinese society organizationsnet and other relative websites etc. to collect data and use the way of drawing graphicto explain the current situation of urban community social organization in our countryat the present stage; Thirdly, it analyzes the development power of urban communitysocial organization in our country both from two aspects of theory and practicerespectively; Finally, it is also combined with the era background to analyze urbancommunity social organization in our country will encounter new developmentopportunities.The fourth part is case analysis. The article respectively collects informationfrom governmental websites in the Civil Affairs Department of Yunnan Province andthe Civil Affairs Bureau of the city of Kunming. The article introduces the policies ofYunnan and Kunming on the urban community social organizations, including thedevelopment situation of urban community social organizations in WH area as well asthe general situation of WH jurisdiction. Then the article uses the research ofdevelopment models in China’s urban community social organizations from scholarProfessor Xia Jianzhong who made survey about the neighborhoods in WH area forreference, and introduce its basic situation, including the general situation of thecommunity and the community social organizations in the neighborhoods and selectsurban community social organizations of the three neighborhoods from WH area andintroduces general situation and actual operation in the organization, which providesreferential experience for the development of urban community social organization ofour country. The fifth part takes urban community social organization of the threeneighborhoods as living examples to analyze existing problems and their reasons inthe urban community social organizations.The six part proposes countermeasures to promote the development of urbancommunity social organization in China. The three parts are mainly based onperspective of governance theory and community governance. The problems andcauses are mainly analyzed from external of urban community social organizationsand themselves, and the countermeasures are mainly analyzed from point of view ofgovernment and urban community social organizations themselves.
