A Research On The Impetus Of Administration By Law In The County Government

The rule of law is the basic conception of modern administration. The governing of a country under the rule of law is the fundamental strategy of the Communist Party of China in governing and rejuvenating the country. The18th CPC National Congress pointed out that administration according to law should be carried forward continually and deeply, and ensured a law-based government must be completed basically at2020. It is of epoch-making significance that promoting administration by law and building a law-based government in this ancient traditional giant nation, as well as an important part of the all-round well-off society, a great progress and an outstanding symbol of our nation’s political civilization construction. The keystone and difficulties of administration by law are located in the county. Practically, most administrative actions which are directly related to peoples’specific interests are made by county governments. Most social contradictions and disputes happen in county society and depend on the effective solution of county government. The overall level and movement of administration by law is largely determined by the administration by law in the county.Presently, the progress of county governments’administration by law presses ahead slowly. The inadequate power is the fundamental reason. It is quite essential to strengthen the democratic and political construction at county level in order to address the inadequate power in the administration by law in the county. By improving the county party committee in accordance with scientific standard, ensuring the county citizen’s orderly political participation, strengthening legal supervision of county NPC in a down-to-earth manner, the democratic and political construction at county level can play a powerful role in promoting administration according to law.In my opinion, the democratic and political construction at county level is the fundamental power to promote administration according to law of county government, as well as the important factor in influencing administration according to law. We must develop the democratic and political construction at county level positively and moderately in order to promote administration according to law of county government in a faster pave. It is the main line from the beginning to the end and the core point in this thesis. Therefore, from the perspective of strengthening the construction of county-level democracy this thesis first analyze the connotation of its role as the core power source in promoting administration by law of county government, and then discuss the inherent relationship with administration by law, study the status of county-level democratic and political construction and its impact on the county government administration by law, and finally settle in for a fruitful county-level democratic and political construction to boost county governments’ administration by law, in order to achieve the goal of basically completing the law-based government.
