In addition, China’s rural old-age security system is not sound, rural rear old man endowment has become an obstacle restricting the development of rural society. Our country is agricultural country, rural elderly population is big. The countryside old person’s retirement problem is directly related to China’s social stability and sustainable development.The government pay more and more attention to the retirement problem, by advancing public service to solve the old rural old-age security problem. Government attempt by the market and society in rural endowment supply, but the lack of corresponding system guarantee and policy support. Society and market lack motive force. In face of the status of the public service supply of old-age pensions,government, market, society, and the villagers should participate,and institute an internal management system with a clear division of power and responsibility.
