At the beginning of twenty-first Century, the Party Central Committee with Comrade Hu Jintao as General Secretary has made breakthroughs and innovation in the diplomatic philosophy. The presentation of the two brand new conceptions peaceful rise and harmonious world indicates the nation’s new development and new trends in foreign policy at the beginning of new century. Peaceful development is the essential requirement of socialism system with Chinese characteristics. Harmonious world is not only the fundamental aim of Chinese foreign policy, ideal pursuit and lofty ideals that advocated by the government and people, but also the common goal of the peoples all over the world. The conception of peaceful rise and harmonious world which rooted in the Broad and profound Chinese Harmonious culture and in line with Chinese peaceful development diplomatic strategy, embodies the essential attribute of the socialism with Chinese characteristics. From the presentation of Peaceful development, to the final establishment of the ultimate goal building a harmonious world, the whole process reflects the new trend of the Chinese diplomatic strategy, they provide a good external environment to the building of harmonious society, these could also show that China has already started to pursuit and maintain its own national interests consciously at a higher level. Meanwhile, by using the law, international law in particular, to build a harmonious peaceful world is not only the jurists’lofty ideal, but also the common target and highest goal of human beings.Based on the conception of harmonious world, the author combines the conception of harmonious world and the traditional concept of international law, elucidates that they can be derived from the same origin and have features of advancing with times, mutual development; On the other hand, based on the view that the International law offers the harmonious world theory a series of rule of law, the author suggests that the International law could not only promotes the realization of Harmonious world theory by providing it with a legal way, but also has a critical theoretical value and practical significance. But the International law has connate limitations from the law-applicability, law-implement etc. So, based on the close relationship between the International law and Harmonious world theory, aiming at the realization of Harmonious world theory, this paper explores ways of International law improvement.
