The Research Of Accountability System Of Wuhan Government

Strengthening accountability system, improving and perfecting the supervision system have become an important basis for the construction of a responsible government, which determines the success or failure of China’s political reform. From June22to June25,2013, while hosting a special meeting on Educational Practice Learning Activities about the Party’s Mass Line Policy within the Politburo, Xi Jinping pointed out that "In order to form the powerful supervision force, we should enhance accountability and improve the supervision system. At the same time, the media and the masses ought to play a significant role in the process." Through classifying the domestic accountability theories and summarizing the basic practical experiences of western government accountability system, this thesis, based on the accountability practices of Wuhan government, discusses the methods of perfecting local government accountability system in China.First, starting from the current research status of administrative accountability in China and other countries, this paper gives an account of relevant definitions and basic theories of administrative accountability. Second, through analyzing the basic process of the administrative accountability system in China and taking the three year’s cases of Wuhan as an example, this paper summarizes its basic practical experience, i.e. the continuous improvement and refinement the system, the diversification of methods of accountability system, the combination of administrative accountability and the government performance as well as the establishment of a " clear responsibilities and accountability" civil servant system. Meanwhile, this thesis also summarizes and analyzes the problems in the implementation of Wuhan’s practice, such as the missing culture of administrative accountability and the imperfect mechanism of the comeback of the blamed officials. Finally, by summarizing and analyzing the basic experience of the administrative accountability system in western countries, this paper, on the basis of domestic situation, proposes measures and recommendations, such as promoting legal process and refining support measures of administrative accountability system, strengthening prevention and blame system as well as cultivating a new mechanism of accountability and information transparency. The combination of the administrative accountability and government performance should also be enhanced.This paper has its own innovation because the research based on the practices and explorations of local government in ten years. After the national system of administrative accountability was put into effect, the researcher collects, summarizes and analyzes measures issued by local government and the its cases of implementation. This research also explores measures of how to improve the prevention system and implementing system of administrative accountability. Finally, referring to the useful experiences of the implementation of the accountability system in western countries, especially the United States and Britain, this thesis, based on the combination of theories and case studies as well as the effective integration between administrative accountability and the government performance management, puts forward measures of perfecting local government administrative accountability system in China.
