Foreign aid has existed since ancient years, and it is one of the country’s foreign relations approach, which has been recorded in "Historical Records· Qin Ji". After World War II, foreign aid gradually become standardized and institutionalized, as a country’s diplomacy and also become an important part of the country’s foreign research. Nowadays, most countries have closely related to foreign aid, to be the aid country, or the recipient, or a combination of both identities. For countries, foreign aid can achieve the better national strategic layout and safeguard the better national interests.The current world situation and international pattern is changing significantly, which the world economic and political center is moving on the eastward. China’s foreign policy is also undergoing changes, has been entering a new development period. In the background of the new era, foreign aid is the effective country’s diplomacy, and its importance can not be ignored. Therefore, research on how to effectively use foreign aid and diplomatic means to ensure the maintenance of a peaceful and stable surrounding environment in a longer period of China’s future, to ensure national energy security and stable economic and social development, which is of far-reaching significance.This paper takes foreign aid as research object, combs the concept of foreign aid at all times and in all countries of foreign aid, around the historical background of China’s foreign aid and the implementation of foreign aid since the new China was founded for six decades, and combines with the international foreign aid classic case since the Cold War has been formed, with the vertical, horizontal comparative analysis and statistical analysis of relevant data. Finally, this paper summed up the success and failure with the pros and cons of China’s foreign aid, in order to provide reference for Chinese diplomacy and foreign aid future development, but also to rationalize the development of China’s foreign policy.The basic framework of this paper is as follows:the introduction indicates the background and significance of this paper, as well as the definition of foreign aid and related concepts; chapter one combs through the implementation of foreign aid since the new China found six years, which focuses on case analysis and divides the implicit purpose of China’s foreign aid; chapter two is a comprehensive statistic analysis of the relevant data on China’s foreign aid, and the income are divided into political gains, economic income, the country’s image and invisible earnings; chapter three summarizes the above analysis, and puts forward the relevant proposals for the development of China’s foreign aid policy. Firstly, to propose procedural justice requirements in China’s foreign aid policy-making process; Secondly, to find solutions for placate the domestic people and ease the pressure of public opinion; Finally, with the horizontal and vertical comparison to propose the focus and long-term goals of China’s future foreign aid.
