The welfare state has played a positive role in the history of capitalism. The Welfare state has promoted the development of capitalism by alleviating the social conflicts and promoting political stability and social progress.With the development of globalization, the welfare state is facing various crises, sparked deep thinking on the European welfare state system. How to overcome the crisis, get rid of the dilemma, the welfare state faces the reform problem.Since the1970s, Western European welfare state has suffered two serious crises. The western welfare state has conducted policy adjustments in the concept of "New Liberalism" and " The Third Way" concept. In a certain extent, the reform has alleviated the crisis of the welfare state and promoted the development of the welfare state in the new environment. Since the sovereign debt crisis, the welfare state facing a crisis once again. In order to improve their productivity and sustain the welfare policy, the welfare state presents "diversified welfare policy".The Welfare reform is facing many difficulties.Western European countries are reforming the policies by "remodeling" welfare state to deal with the crisis.Re-establishing the role of government in the welfare state, and give full play to the function of the welfare state.The welfare state reform trends in the future will change from "adjustment of resources" to "adjustment of Social relations".The policies will be more emphasis on sustainability, Cooperative and practicality.
