The Research On Low Carbon Management In Daily Office Work At Government

The human beings consume a large of energy and resources in the process of theindustrialization, which cause a series of environmental issues that badly harm thehuman’s living environment. Under the background, countries all around the worldraise that the human beings have stick firmly to the sustainable low-carbondevelopment road. The low-carbon office as a part of the low-carbon economy is themost efficient way to enhance the energy-saving and emission-reduction. Thelow-carbon office of the government implements the concept of the low-carbondevelopment, which can establish not only a low-carbon society but also thelow-carbon management government.Based on the theories of low-carbon economy theory, ecological administrationtheory, entrepreneurial government theory and sustainable development theory, thispaper studies on low-carbon daily office management of the government and suggestsmeasures to improve the low-carbon daily office management of the governmentaccording to the situation of China with the ratio of literature research andcomparative research methods.The central government and local governments have achieved remarkable resultsin promoting the daily office low-carbon management. However, there are manyproblems in terms of daily office low-carbon management in governments of alllevels,because of the lack of government policies to support low-carbonmanagement,weakly low-carbon awareness of civil servants, insufficient applicationof low-carbon products and technologies, inconsistent coordination mechanism oflow-carbon office management, the lack of carbon emissions disclosure system, andlow-level effectiveness of low-carbon procurement. It is difficult to measure thecarbon footprint of the government daily office and the energy consumption of thegovernment management is high and the low-carbon office technology is laggingbehind are three pronounced problems.Thus,the experience and the inspirations of thedaily office management of the government of the American, Japan and Australia aresummarized. In order to facilitate routine government agencies for effectiveimplementation of low-carbon office and establish an effective long-term mechanism,measures are proposed to improve the low-carbon daily office management of thegovernment according to the situation of China by building policy support system,raising awareness of low-carbon,improving popularity of low-carbontechnologies,establishing a management coordination mechanism,improving thesupervision system,making low-carbon procurement plan.
